Could anyone advise on the good and bad of using a 3.9 with a load type governor? It's an engine out of an irrigation pump. Bosch type A inline fuel pump, Centrifugal governor (part of fuel pump).

A variable speed governor is tough to operate on a vehicle. An friend of mine related driving a truck with one and said it generally was OK on smooth roads. Rough roads or off-road it was not good at all. I'd say it could be used in a case of having it on hand and wanting to get on with installing the engine in the truck. It would allow you to get the engine in and do some shake-down runs but you'd want a limiting speed governor in the end.

On the 3.9 Cummins are the pumps universally swappable between types or are there differences in the engine as to which pump was fitted?

Pumps can be swapped on 4Bt 3.9L. There can be issues with no emission tag depending on your state MVD laws. From what I've heard the stationary engines are very unsatisfactory for vehicular use.

Problem is, unless it's virtually free, it's too spendy to convert it to be really worth the effort. It would need a Bosch VE Rotary injection pump at the least, plus the injectors aren't likely correct for high efficiency. Rebuilt VE are $650-$1,200 with your core, and w/o core heaven knows!?? They were used on many Volkswagens though, so they are out there in junk yards. Injectors are about $40-$50 each. A stationary engine may be a 4B, not 4BT or 4BTA. 4B is normally aspirated, no turbo, 4BT is turbo'd, 4BTA is turbo'd and aftercooled. Turbo's are $150-$1,500, usually around $200 for good used Holset H1C which is fine for your use. If normally aspirated then it doesn't have a turbo type exhaust manifold, $$$, and the exhaust itself would need a custom formed downpipe, $$$.

Good used Cummins 4BT parts aren't that available, so it can be dicey getting that engine set up. I do have some contacts if you decide to get it.
